The state govt. of Uttar Pradesh has launched a pension scheme dedicated to the weaker sections of state – people living in the state. Samajwadi party, under the leadership of Hon’ble CM of Uttar Pradesh, Shri Akhilesh Kr. Yadav has used the party’s name to promote this pension policy for the poor. The SPY project was brought into effect from Feb, 2014. It has the target to provide pension policy to all the poor, rural, tribes and backward class people, who do not have access to such financial support schemes. The assembly elections of Uttar Pradesh is going to be held next year in 2017. Hence, the ruling Samajwadi Party is putting their best efforts to gain more trust from the state – people and come to power again for the second consecutive scheme.
Aim of Samajwadi Pension Yojana
A report suggests that near about 40 lakh people of Uttar Pradesh do not have proper pension plans and are living in poverty. So this pension scheme aims to bring pension service to all those poor and downtrodden state – people who do not have the financial stability or capability to have a pension scheme. There is another existing pension scheme which the Samajwadi govt. wants to get replaced by this scheme.
Eligibility criteria for the Samajwadi Pension Yojana
The Uttar Pradesh govt. has laid some general guidelines regarding the eligibility criteria o this pension scheme. A person can join the SPY policy only if he / she fulfill those criteria. Those who want to apply for this pension policy must a resident of the state. They must possess domicile certificate or residence certificate issued by the concerned authority. They must belong to the BPL category and should have BPL cards with them. Another important criterion to join the scheme is that, as this pension scheme aims to give pension opportunity to the entire family, so, the applicants must have families with children getting school education from the government aided schools.
Why is it necessary to have a bank account for joining Samajwadi Pension Yojana?
The Uttar Pradesh govt. has made it mandatory to have a savings bank account, before applying for the pension scheme. The bank account will be used to transfer the pension amount. The bank accounts can be opened in any nationalized bank or the gramin banks of India. The pension account will be directly linked to the savings bank account and the pension amount will be auto – credited every month.
Requirements to be met by the children of the beneficiaries of Samajwadi Pension Yojana
To join the SPY scheme, the families must have children born in govt. hospitals only. Now in addition to this, there are some other conditions to be satisfied. After birth, proper and timely vaccination in the govt. hospitals needs to be maintained till the children attains the age of 5 years. After that, the children must be sent to govt. run schools for formal education. All children within the range of 6 years to 14 years must go to govt. schools only, so that the family gets eligibility to join the pension scheme. The attendance of the children at the schools will be regularly tracked. A minimum of 70 per cent attendance is required in the schools. Apart from this, the elders who want to be part of the pension scheme and are illiterate, must enroll themselves in the Shaksharta project.
Who are not eligible for the Samajwadi Pension Yojana?
The Uttar Pradesh govt. has made it very clear to maintain the pension policy, strictly according to the laid guidelines. As this is a scheme meant only for the poor, so there are some conditions which makes one ineligible for the pension scheme. First of all, all those who pay their income taxes are excluded from the scheme. Employees of both state and central govt. cannot also apply for the scheme. Also the private employees cannot join the scheme. Those families which have already participated in any state run or national pension policy will not be able to join the SPY. Moreover, there are financial barriers too. If a person or a family possesses valuable assets like a car or land with area greater than or equal to half hectare, then also the eligibility stands cancelled.

Mode of function of Samajwadi Pension Yojana
The SPY scheme is aimed only for the poor and rural families who do not have a fixed and stable source of income and financial stability. Only the BPL card holder families can enroll themselves to this scheme, provided the other laid conditions by the state govt. are fulfilled. The Gram Panchayats will be responsible for selection as registration of families to this pension policy. Each family must posses with them a valid bank account so that the pension amount to be transferred to it. A total of Rs. 500 per month will be given initially. However, this amount will be increased each financial year, till the maximum limit of pension amount is reached. The maximum pension, a beneficiary can get is Rs. 750. Every subsequent year, an increment o Rs. 50 will be made to the pension amount of each month.
Online application process for the Samajwadi Pension Yojana
The Govt. of Uttar Pradesh has allowed online registration of beneficiaries to the pension scheme. The web portal for online application to SPY is: http://sspy-up.gov.in. After the applicant logs in to the website, there is an option for downloading the application form. Now, a beneficiary can either fill up the form and submit it online, or they can also take a print out of the form and submit after fill up to the gram panchayat. For online submission, they need to enter the required details required in the corresponding fields along with the supporting documents and upload the same. The required fields are the Name, Age, name of father/husband, residential address, caste belongs to, bank account details, gram panchayat details, etc. After successful submission of application along with required documents, necessary verification will be done and SPY account will be created.
Samajwadi Pension Yojana Suchi for the sessions 2014 -15 and 2015 – 16
In the online portal, the Govt. has also uploaded a list of total number of beneficiaries per district for every financial year. They are termed as ‘Pensioner Suchi’. The breakdown of the target beneficiaries into the 75 districts is done. This data also reveals the work done in each of the 75 districts. The list of beneficiaries is prepared for the consecutive sessions of 2014 – 2015 and 2015 – 2016.
Check status of application of Samajwadi Pension Yojana
After the submission of application form for the pension scheme is done, the applicants can always check for the current status of their application. To check the status, they must visit the link: http://sspy-up.gov.in/SamajwadiPension/Search_Pensioner.aspx. This link is for the applicants of financial year of 2015 – 2016. They will need to enter their registered bank account number in the first field. After this, they must select their respective district. On clicking ‘Search’ tab, they will get details of the status of their application.
Online portal for Social Welfare Officer for the Samajwadi Pension Yojana
Just like the beneficiaries can login to their pension accounts, similarly login portals for the administrative officers commonly known as welfare officers is there. They can visit the link: http://sspy-up.gov.in/swp/ to go to the login portal. They must select the district along with their password provided by the govt. The SWOs are provided unique passwords by the Uttar Pradesh govt. After this, the security code appearing on the screen needs to be entered for verification. Then clicking on to ‘Log In’ will open the account of SWO.
Comparison of the Samajwadi Pension Yojana with the old Rani Laxmibai Pension Yojana (RLPY)
The older RLPY scheme was launched in the year 2013 by UP govt. The amount of pension received by the beneficiary per month under this scheme was Rs. 400. The nature o beneficiaries were similar to that of the present scheme. In the previous scheme also, the mode of payment of pension money was through the bank accounts registered. However, there was no scope of increment of the pension amount like in the existing pension scheme. In the Spy scheme, there is an increment of Rs. 50 each financial year till the pension amount reaches the maximum limit. The maximum pension limit per month is Rs. 750 under the new pension scheme.
