How to Apply for Rent Voucher Scheme | Kiraya From Government for Poor and BPL
After the Union Budget for FY 2017-18 it was clear that the central government is keen to provide every facility possible to the underprivileged people. The Modi government has proved it again by launching another scheme for the people living below the poverty line. In a recent event central government has announced about the rent scheme in 100 smart cities across the nation.
Government Rent Voucher Scheme – Features
- Central government will issue rent vouchers on behalf of poor people to pay out the house rent. This is the first time that Indian government is launching such rent scheme for the poor people.
- The scheme is only for the urban poor. People who belong to BPL category will be eligible for the scheme. People who are living in rented house can register under the scheme to avail this facility.
- There will be a rent voucher provided by the government. This voucher is needed to be given to the landowner or Makan Maalik as a rent. The owner of the house can redeem the voucher later at citizen service bureau.
- Rent vouchers will be of fixed amount. If the real rent is more than the voucher amount then the rest amount must be borne by the tenant himself. The tenant can pay the money by cash.
- The scheme is launched for three years. The first phase of the scheme will cover financial year 2017-18. Within this year most of the cities among 100 smart cities are expecting to cover.
- This scheme is said to be the extension of Affordable Housing Scheme for all by the central government. Under this scheme, the government might also provide rented house built on benami properties or lands.
- The scheme will also be a big help for the poverty alleviation program. With this scheme government will be able to lighten the burden of the housing rent from the poor people.
- The Scheme will be for the urban poor, as mentioned. Lower Income Group, Medium Income Group and Economically Weaker Class – people belonging to these categories will be benefitted from the scheme.
Objective
As said earlier, the scheme is launched as extension of Away Yojana, Housing for all scheme by the Prime Minister, to help the urban poor. So the main objective of launching this scheme is to facilitate the poor people, especially those who are living below the poverty line.
Another aim of the scheme is to contribute in poverty alleviation program. With this scheme the poor people from urban areas will be able to save large amount of money for future consumption.
Beneficiaries
The scheme is for urban poor people. This scheme is especially launched for the people who belong to BPL category. Apart from that people who are living in rented houses and belong to any of these following categories will be the beneficiaries:
- Low and Medium Income Group
- Economically Weaker Section
- Below Poverty Line
- Migrated people
Any poor who is migrated from rural areas for job or seeking for jobs or any other service will also be benefitted under the scheme.
Funding and Budget
According to census 2011, nearly 27% of the total urban population live in rented houses. The government is keen to make things better for everyone who is facing multiple issues regarding home/houses/flats. As per the PMAY scheme by the end of financial year 2022 people who don’t own houses will get the roof over their head.
The rent voucher scheme has target till the year 2021. By that financial year the vouchers will be given to all the targeted urban poor people across the nation. The government has already set a budget of Rs. 2713 Cr for the scheme. The Ministry also said that already 2700 Cr is been allocated for the first phase of the scheme i.e. FY 2017-18. Rs. 2713 Cr is the estimated budget per annum for the scheme.
Implementation
Rent Voucher Scheme is yet to be officially launched. Before it will be officially launched the state government will be required to jot down the name of the beneficiaries in the state.
- There will be 100 smart cities where the scheme will be launched officially. Government authority, especially Municipality Corporation of each city will be responsible to register the names of the registered BPL families under the scheme.
- Once the municipality body is done with the registration, brief verification will take place to verify the authentication of the information given. Once the verification is done successfully tenants can receive the voucher.
- Every month the tenants will receive the vouchers from the government. They need to give the vouchers to the home / land owners. The land owner can redeem the voucher by presenting it to the citizen service bureau.
- The voucher amount will be directly transferred to the land owners’ bank account. If the amount is less then it will be paid in cash by the bureau. If the rest is more than the voucher amount then the rest amount will be paid in cash by the tenants.
